Official Rules

Welcome to CSTV Fantasy College Football, where you can play in a head-to-head Fantasy league by starting your own league or by joining an existing one. There is no cost to enter.

CSTV and
CSTV has partnered with for the development and management of CSTV Fantasy College Football. will be responsible for commissioner duties in every league including resolving any disputes that arise regarding unbalanced trades, alleged rules violations or anything else.

Signing Up
You may sign up now for CSTV.COM Fantasy Football until the last day to sign up for full season league which will be September 19, 2005.

Any leagues which begin after the start of the season will have their league schedule start the week after the draft is complete. Each week, for scoring purposes, runs Monday at noon ET to the following Monday at noon ET.

Please note that you can own only one team in any particular single league.

Automated List Draft
Once you have joined a league, you will have the opportunity to make changes to the default school draft list - a list of all Division IA schools that are eligible to be drafted, ranked from best to worst by our fantasy experts.

Prior to the draft, you should reorganize the list according to your own preferences and strategy. If you choose, you can leave the list in its default order.

If your league is not full (8 teams) by midnight ET on the date of your draft, public leagues will be combined to form as many complete drafts as possible. Private leagues will have their draft date rolled over to the following day and will not draft unless full. Private leagues will never be combined to form a complete league.

Private Leagues or Public Leagues
If you are playing with friends or alumni and you can create a private league. The person who creates a Private league sets a password and other owners use that password to join the league.

Public Leagues are open to any fan. If you create or join a Public league, you will have no control over who joins the league.

League Joining Deadline
You can sign up and join a league through September 19, 2005. All leagues are required to have 8 participants, or team "owners." For leagues that draft after September 1, 2005, your league's start date will be the first scoring period after your draft.

Teams Overview
Each CSTV Fantasy College Football league will consist of 8 teams in one division.

Your team will have a roster that consists of eight schools. Each fantasy team can use six of the eight schools in its starting lineup on a weekly basis while two teams will remain on the bench.

It is each team manager's discretion as to how to assign the teams into your starting roster on a weekly basis. The starting roster positions are:

Passing: Includes any passing yards or passing touchdowns by any player on the team
Rushing: Includes any rushing yards or rushing touchdowns by any player on the team
Kicking: Includes any FG or Extra Points made by any kicker on the team
Defense: Includes any turnover or sacks by any defensive player on the team.
Coaching: Includes any 2 point conversion made by any player on the team.
Utility: A school in your starting lineup that can be used at any of the above positions

For clarity, if the starting QB is injured and a backup QB takes over all passing statistics count equally no matter who throws the ball. Passing yards, for example, are also accumulated for plays in which a non-QB passes the ball. ALL passing stats will count based on the official statistics for the game.

Point Values Each week your team will compete against another team in your league in a head-to-head matchup. During a matchup, each of the schools in your starting lineup for that week will earn points based on their actual statistics from College Football games.

Wins & Losses
For each head-to-head matchup, the team with the greater number of points will earn a Win and the team with the lesser number a Loss. During the regular season, if two teams have the same number of points, each team will get a Tie.

Lineup Changes
Weekly Lineups
Every game of the week counts - teams will lock either on your roster or your bench, ONE hour before the posted kickoff time. The week begins on Monday at noon ET and end on the following Monday at 11:59 AM. Make changes up until that point, but once a game begins you are locked into your roster.

Free Agents
Following your draft and during the season, you will want to add free agent schools and drop underperforming schools. You can pick up and drop schools at any time. The deadline for picking up a free agent and having that unit eligible for the current week's games is one hour before the start of their game. With the exception of requests for players on Waivers (discussed below) free agent moves are first-come, first-served and are executed immediately. In general there is no limit to the number of Drop/Adds you can make and there are no transaction fees (but see "Dumping" below).

New players added to the free agent pool by being dropped by a league team will go through a "Waivers" process. Add requests for players "on waivers" are not executed immediately. Instead, they go into a "pending" status until midnight EST the day after 48 hours on waivers expires. After midnight ET each day the Waivers process will be run, executing pending requests in order of the waiver ranking of each team. All transactions during the waiver process are effective for the day following the player's acquisition through waivers.

Waivers Rankings
Pending waiver transactions are processed according to waiver rank order. The team with a waiver rank of 1, considered the highest, will get its first requested player. After the transaction is executed, that team's waiver rank is then reset to 8 (last), and all other teams move up one position. The initial waiver rank of the season is based on the reverse order of the draft. The team that selected last in the first round of the draft will have a waiver rank of 1. The new highest rated team next is awarded its highest ranked pending waiver choice, if any, and the process is repeated until no team has any valid remaining waiver choices pending.

The opportunity to make trades with another team in your league will be put into place when the final drafts have been run on September 20, 2005. After this date, you will be allowed to propose and accept trades. Both teams involved in the trade must approve of the deal. After both teams certify their approval, the league commish will review the trade and approve or veto within 48 hours. The approval and veto process for all trades will be strictly at the commissioner's discretion and will be based on the notion that each team is attempting to improve its team. Each commissioner is a veteran fantasy gamer and will make a judgment based on the needs and standings of each team involved in the trade. All decisions are final.

Fair Play
By participating, you agree to abide by the general rules of fair play set forth in these rules and fantasy games in general. You further agree to accept and abide by the rulings and the decisions of regarding all questions of fair play. If an owner does not comply with the following rules of fair play, reserves the right to disqualify the owner.

Multiple Teams
In order to keep the leagues as competitive as possible, owners will only be allowed to have one team in a league.

Collusion forbids two or more owners in the same league to work together to better one team at the expense of the other (for example, by dropping highly-rated players so the other team can pick them up).

Impeding Other Owners
Transactions made solely to impede other owners are not allowed. In particular, cycling through players in free agency to put them on waivers and make them unavailable to other teams in your league is strictly prohibited and is grounds for expulsion.

Roster Dumping
Owners that are found to have dumped their players to the player pool in an attempt to undermine the league may be subject to expulsion from CSTV.COM.

Owner Interaction
Threats and obscenities are not only against the Rules, they are illegal in many jurisdictions. Owners that are found to have sent threatening e-mail to another owner will be warned and/or kicked out of CSTV.COM completely. Any posts of a derogatory nature are strictly prohibited, whether it is in a Chat room or on a Bulletin Board. This includes personal attacks, and sexist or racist remarks. There will be a zero tolerance level - if someone in your league is violating this policy, please contact CSTV.COM.

CSTV.COM reserves the right to reassign ownership of teams that remain completely inactive for over 60 days if such inactivity is deemed, in the sole discretion of CSTV.COM, to be undermining the competitiveness of the league.

Inappropriate League Communication
The Fantasy and League Message Boards, League News area, League Email Address are available for you to communicate with other league owners. We ask that you refrain from posting or sending messages that could be construed as offensive to other owners. If determines that someone is engaging in inappropriate league communication, reserves the right to disqualify that person from participating in CSTV Fantasy College Football.

Determination Of Winner
One (1) Grand Prize for The CSTV Fantasy Valedictorian Experience will be awarded to a league winner. The Grand Prize winner (the "Prize Winner") will be determined by a contest from all league winners. Each winner of each league shall receive an automatic entry to compete in the final round. The final round shall consist of a bowl challenge contest. All eligible participants will be notified by November 30, 2005 with instructions on how to enter the bowl challenge contest. The team that scores the highest point total in the bowl challenge contest will win the Grand Prize of the CSTV Fantasy Valedictorian Experience.

This promotion is open to legal residents of the United States (EXCLUDING FLORIDA), age 18 years or older. Employees and immediate families or household members of CSTV, Leaderboard, Citicard ("Sponsors") and their respective parent companies, affiliates and subsidiaries, divisions, and advertising and promotions agencies, are ineligible to participate or win a prize. Sponsors reserve the right to verify eligibility qualifications of any winner. This promotion is subject to and governed by all applicable federal, state, and local laws and regulations of the United States, and is void wherever prohibited or restricted by law.

One (1) Grand Prize for The CSTV Fantasy Valedictorian Experience will be awarded to a league winner. The Grand Prize winner (the "Prize Winner") will be determined by a contest from all league winners.

Grand Prize:
The CSTV Fantasy Football Valedictorian Experience includes:

    The approximate retail value ("ARV") of the prize is [$1,000].

    Potential winners will be notified via e-mail or telephone within three (3) business days from the date of the end of the Game. Potential winners will be given five (5) business days from the day of issuance of such notification to respond, properly claim prize and return any required documents.

    Potential winners shall be responsible for all federal, state and local taxes on the value of their prize and any other expenses relating to the receipt and use of their prize. Any details of prizes not specified herein are at the sole discretion of Sponsors. Prizes are provided as is with no warranty or guarantee, either express or implied.

    Odds of winning a prize depend upon number of eligible entries received each week.

    Conditions of Entry:
    By entering the Game and Sweepstakes, entrants acknowledge and agree that they have read and complied with, and will be bound by, these Official Rules. Sponsors, their respective parent companies, affiliates, subsidiaries, divisions, advertising and promotion agencies, and all of their employees, officers, directors, shareholders, and agents (collectively, "Releasees") and any telephone network or service providers are not responsible for incorrect or inaccurate transcription of entry information, or for any human error, technical malfunctions, lost/delayed data transmission, omission, interruption, deletion, defect, line failures of any telephone network, computer equipment, software, inability to access any Web site or on-line service, any other error or malfunction, late, lost, or misdirected entries, or injury or damage to any computer or system. Incomplete entries will not be accepted.

    Entries will be deemed to have been submitted by the authorized account holder of the e-mail address submitted at the time of entry. "Authorized account holder" is defined as the natural person who is assigned to an e-mail address by an Internet access provider, online service provider or other organization (e.g., business, educational institution, etc.) that is responsible for assigning e-mail addresses for the domain associated with the submitted e-mail address. All drawings will be conducted under the supervision of CSTV. Entries are the property of the CSTV and will not be returned. CSTV reserves the right to determine the method of notification of winners. In the event of non-compliance by the winner with these Official Rules, an alternative winner may be awarded the respective prize. The prize is non-transferable. Prizes may not be substituted for cash, except that CSTV reserves the right to substitute a prize of equal or greater value if a prize is unavailable.

    CSTV, in its sole discretion, may disqualify any entrant from participating in any contest, refuse to award points or prizes and require the return of any prizes if an entrant engages in conduct that CSTV deems to be improper, unfair or otherwise adverse to the operation of the Game or detrimental to other entrants (such improper conduct includes, but is not limited to, falsifying personal information required during Game registration or prize claim, violating any condition stated herein, etc.). Entrants further acknowledge that the forfeiture of prize(s) and/or return of any prize shall in no way prevent CSTV from pursuing other avenues of recourse such as criminal or civil proceedings in connection with such conduct.

    Releasees shall not be liable for 1) failed, returned or misdirected notifications based on inaccurate information provided by a potential winner, or 2) entries and responses to potential winner notifications which are lost, late, incorrectly completed, incomplete, illegible, unintelligible, misdirected, damaged or otherwise not received by the intended recipient in whole or in part, or for computer or technical error of any kind. Prizes will be shipped to winners within fifteen (15) days of the date a potential prize winner's prize claim is received and verified. A non-response by a potential winner or non-receipt of notification response or required documentation during the specified period will be considered potential winner's forfeiture of prize and an alternate winner may be selected from the applicable pool of eligible entries. Return of any prize or prize notification as undeliverable will result in a disqualification and an alternate winner may be selected. If an entrant is found to be ineligible, an alternate winner may be selected from the applicable pool of eligible entries. Upon request of the Sponsors, potential winners must sign and return an Affidavit of Eligibility and Liability/Publicity Release. If potential winners do not do so within the time specified by Sponsors, or if such documents are returned as non-deliverable, or if a potential winner is found to be ineligible or not in compliance with these Official Rules, then disqualification may result.

    Consent and Releases:
    By participating, entrants agree that the Releasees shall not be liable for any and all claims, damages, losses or injuries, including any third party claims, arising from or relating to, in whole or in part, this Game or Sweepstakes, including entry and participation in this Game and Sweepstakes and acceptance, possession, use or misuse of any prize (including, without limitation, any travel related hereto). All entrants further agree that in the event of any third party claims, damages, losses, injuries or death arising from or relating to this Game, and Winner's use of the prize, such entrant will indemnify Releasees from any and all such claims, including the attorneys' fees related thereto. Any person attempting to defraud or in any way tamper with this Game and Sweepstakes, as solely determined by CSTV, will be ineligible for prizes and may be prosecuted to the full extent of the law. CSTV reserves the right, in its sole discretion, to cancel or suspend this Game and Sweepstakes should viruses, bugs or other causes beyond their control corrupt its administration, security or proper play. CSTV further reserves the right to modify the rules of the Game and Sweepstakes for any reason. This Game and Sweepstakes shall be governed by New York law. By participating in this Game and Sweepstakes, entrants agree that New York courts shall have exclusive jurisdiction over any dispute or litigation arising from or relating to this Game and Sweepstakes. Except where prohibited by law, acceptance of any prize constitutes permission for Sponsors to use Winner's name, photograph, likeness, voice, address (city and state) and testimonials, in printed, broadcast media or new media, in perpetuity, in any manner they deem appropriate, without further compensation in connection with this Game and Sweepstakes.
